All 9 Core Compliance Checklist Items Closed (05/02): HTTPS, RBAC, audit logging, PHI masking, accessibility review, licensing notices, data retention, error handling, and accessibility testing all marked complete in rcm_manager_COMPLIANCE_CHECKLIST.md.
ML Compliance ONC Test Suite (05/02): 34-test ONC procedure suite written (test_onc_ml_compliance_gate.py). ONC lane now at 59 passed (up from 27). Fixed mask_phi() bug — nested dicts now fully recurse.
